Onalaska Man Arrested on Child Pornography Charges, Children Rescued

Justin Guill, a 34-year-old white male, was arrested on Wednesday, April 9, 2025, in Onalaska, Texas, by the Montgomery County Precinct 1 Constable’s Office on five counts of Possession with Intent to Promote Child Pornography. The arrest followed an extensive investigation led by a Sergeant Investigator assigned to the Internet Crimes Against Children (ICAC) Task Force.
The arrest operation involved collaboration from the Montgomery County Precinct 2 Constable’s Office, Montgomery County Precinct 4 Constable’s Office, Montgomery County District Attorney’s Office, and the Onalaska Police Department.
During the execution of a search warrant at Guill’s residence, investigators seized multiple electronic devices believed to contain child sexual abuse material. Two minor children, identified as victims, were found at the residence and immediately placed into the protective custody of Child Protective Services.
Guill is currently being held on a $1,000,000 bond. In addition to the charges filed in Montgomery County, investigators will also be filing additional charges in Polk County against Guill for Super Aggravated Sexual Assault of a Child, based on further evidence discovered during the investigation.
The children’s mother, Lisa Ann Frias, was also arrested at the scene by the Onalaska Police Department. Frias has been charged with two counts of Endangering a Child and is currently being held in the Polk County Jail.
“This case is a sobering reminder of the threats our children face online and in our communities,” stated Constable Cash. “Thanks to the relentless efforts of our ICAC Task Force and the cooperation of our partner agencies, a dangerous individual has been taken off the streets, and children have been removed from a harmful environment.”
The Montgomery County Precinct 1 Constable’s Office expressed their gratitude to the Onalaska Police Department for their swift assistance during the investigation.
