Texas 10 Most Wanted Sex Offender From Houston Featured as October’s Fugitive

Texas authorities have named Timothy Wayne Kirksey, 34, as the October Featured Fugitive on the state’s Most Wanted list. A high-risk sex offender associated with the Tree Top Piru Bloods gang, Kirksey has been evading law enforcement since May 2023 when a warrant was issued for his arrest in Harris County for failing to register as a sex offender.

Kirksey’s criminal history dates back to 2007 when he was convicted of robbery and assault of a public servant, leading to a three-year concurrent sentence for each offense. In 2012, he was found guilty of sexually assaulting a 16-year-old female, resulting in a five-year sentence served in a Texas Department of Criminal Justice (TDCJ) facility. In 2021, Kirksey faced convictions for assault causing bodily injury to a family member and failure to register as a sex offender.

Standing at 5 feet 8 inches tall and weighing approximately 190 pounds, Kirksey bears multiple tattoos on his face, back, both arms, and hands. He also has noticeable scars on his face, left arm, and right hand. Texas Crime Stoppers, funded by the Governor’s Criminal Justice Division, is offering a reward of $4,000 for information leading to Kirksey’s arrest if the tip is received during the month of October.

In 2023, the Department of Public Safety (DPS) and other law enforcement agencies have successfully arrested 34 individuals from Texas’ 10 Most Wanted Fugitives or Sex Offenders list. A total of $88,000 in rewards has been disbursed for tips resulting in these arrests.

To be eligible for cash rewards, tipsters MUST provide information to authorities using one of the following three methods:

• Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).
• Submit a web tip through the DPS website by selecting the fugitive you have information about then clicking on the link under their picture.
• Submit a Facebook tip by clicking the “SUBMIT A TIP” link (under the “About” section).

All tips are anonymous — regardless of how they are submitted — and tipsters will be provided a tip number instead of using a name.
