EL PASO, TX — A 39-year-old El Paso man faces 20 counts of animal cruelty after authorities rescued 35 animals from severely neglected and unsanitary conditions at a home on the city’s east side.

Edgar Adrian Fuller was arrested on Sunday, June 14, 2026, and booked into the El Paso County Detention Facility. He is being held on a combined bond of $37,000.

Responders Discover Injured and Sick Animals

The case began on Saturday, June 13, 2026, when El Paso County Animal Welfare officers arrived at a residence in the 700 block of Agua Del Rio to check on a report regarding an injured dog. Upon arrival, officers observed dozens of animals kept in unsafe, hazardous environments without adequate access to food, clean water, or proper shelter.

El Paso County Sheriff’s Office detectives identified Fuller as the individual responsible for the animals. During a detailed inspection of the property, investigators documented:

  • Two injured dogs that had been denied medical treatment.
  • 13 cats showing advanced signs of severe illness.
  • Five severely underweight pigs confined to an inadequate, poorly maintained enclosure.

Coordinated Rescue Operation Removes 35 Animals

Following the initial assessment, detectives secured 15 warrants for Cruelty to Non-Livestock Animals and five warrants for Cruelty to Livestock Animals against Fuller.

On the day of Fuller’s arrest, Animal Welfare personnel and sheriff’s deputies executed a coordinated removal operation at the property. Teams successfully rescued 16 dogs, 14 cats, and five pigs. All 35 animals were transported to local veterinary and rescue facilities for professional evaluation and emergency medical treatment.

“Animals depend on us for their care and protection, and there is no excuse for allowing them to suffer in these conditions,” El Paso County Sheriff Oscar Ugarte said in a statement following the operation. “I want to thank our Animal Welfare officers and Sheriff’s Office personnel for their work in rescuing these animals and ensuring they receive the care they need.”
