Second Arrest Made in Livingston’s Duff Road Homicide Investigation

In a recent development related to the homicide investigation on Duff Road in Livingston, Polk County Sheriff’s Office Detectives, in collaboration with the Texas Rangers, successfully secured an arrest warrant for Shawn Anthony Thor, 24, of Livingston, Texas, on December 28, 2023. Thor was charged with Murder in connection to the incident that took place on December 3, 2023.

Acting on the obtained warrant, law enforcement officials apprehended Shawn Anthony Thor without incident. Subsequently, he was booked into the Polk County Jail with a set bond of $250,000.00.

The investigation into the case is ongoing.

The original incident occurred on December 3, 2023, when the Polk County Sheriff’s Office responded to a 911 call reporting an unresponsive man in the 2800 Block of Duff Rd. Upon arrival, deputies discovered the lifeless body of Timothy Jacob Neal, 29, of Livingston, Texas, in a private driveway. Detectives swiftly initiated an investigation, determining the incident to be a homicide.

During the course of the investigation, Toby Wayne Ford, 24, of Livingston, Texas, was identified as a suspect and subsequently booked into the Polk County Jail on a Murder charge. Sheriff Lyons, along with the local Texas Ranger, the Polk County Criminal District Attorney’s Office, and the Livingston Volunteer Fire Department, collaborated to support the ongoing investigation. Sheriff Lyons assured the public that there is no threat to the surrounding community where the incident occurred.
