South Texas Police Officer Fired After Unwarranted Arrest of Citizen Recording Traffic Stop

PORTLAND, Texas – The Portland Police Department has released details surrounding the termination of a former officer following an internal investigation into an arrest that department leaders say should never have happened.

The incident occurred on December 23, 2025, during a police investigation on a public roadway. According to the department, a citizen was lawfully recording the encounter from a public area. Former Corporal Alexander Vallejo, who has since been terminated, diverted his attention from the investigation and repeatedly ordered the citizen to leave the area.

When the citizen questioned why he was required to do so and continued recording, Vallejo claimed the individual was interfering. He then placed the citizen under arrest, handcuffed him, and secured him in a patrol vehicle. The citizen was later released at the scene without further action.

On January 5, 2026, the citizen contacted the Portland Police Department to file a formal complaint and request documentation related to the incident. The department immediately placed Vallejo on administrative leave and provided the requested records within the required 10-day timeframe.

An internal investigation was launched promptly. According to the department’s findings, the arrest was unwarranted and violated departmental policies, procedures, and standards consistent with officer training and best practices. As a result, Vallejo was terminated from his position on January 7, 2026.

All investigative materials and evidence have since been turned over to the Texas Rangers for an independent criminal review.

In a statement, the Portland Police Department emphasized its commitment to transparency and accountability, noting that protecting the public’s rights and maintaining community trust remain central to the department’s mission.
