WICHITA FALLS, TX — A 63-year-old man is being held on a $200,000 bond at the Wichita County Jail after a specialized investigation revealed the repeated sexual abuse of two young siblings.

Louis Noey was arrested following a rapid-response probe by local cyber and physical abuse investigators, who have hit him with two separate first-degree felony counts.

Double Child Outcries Trigger Urgent Investigation

The case began in late May 2026, when detectives with the Crimes Against Children Unit rushed to a residential property located in the 2200 block of Avenue M following an emergency sexual assault complaint.

Upon arrival, investigators learned that a 9-year-old child and their 6-year-old sibling had both made multiple independent disclosures of severe sexual abuse, identifying Noey as their attacker. Recognizing the acute danger to the minors, detectives fast-tracked the siblings to Patsy’s House Children’s Advocacy Center for emergency protective evaluations.

At the Advocacy Center, senior forensic interviewers conducted specialized, legally defensible interviews with both children. The victims were able to provide detailed, corroborating accounts of the timeline and physical mechanics of the assaults.

Suspect Confession Leads to Twin First-Degree Indictments

Armed with the forensic evidence and the children’s statements, Crimes Against Children detectives brought Noey in for a formal interrogation. During the questioning, Noey broke down and admitted to detectives that he had sexually abused at least one of the young siblings.

Based on the forensic evidence, the victim disclosures, and Noey’s own self-incriminating statements, detectives immediately secured high-level felony arrest warrants. Noey was taken into custody and booked on charges of:

  • Aggravated Sexual Assault of a Child (First-Degree Felony)
  • Continuous Sexual Abuse of a Child (First-Degree Felony)

Under Texas law, first-degree felonies carry a maximum penalty of up to life in prison, with Continuous Sexual Abuse carrying strict mandatory minimums due to the ages of the victims. Noey remains confined in the Wichita County Jail under a $200,000 total bond structure while prosecutors prepare the case for a Wichita County grand jury.
