Man Charged with Aggravated Kidnapping and Assault After Alleged Abduction Attempt in College Station

Detectives from the College Station Police Department’s Criminal Investigation Division responded to a welfare concern call on March 29th after concerned family members received distressing texts from the victim, urging them to call the police for help.

Following information obtained from the victim’s cellphone, officers located her at CVS Pharmacy, situated at 2411 Texas Ave S in College Station, alongside her boyfriend. The victim exhibited visible injuries to her neck and hand, prompting the College Station Fire Department’s assistance for treatment and transportation to a local hospital.

Upon investigation, the victim revealed that her boyfriend, identified as Francisco Ivan Celis, 21 years old from Fort Worth, Texas, had arrived against her wishes. She recounted that he had stabbed her in the neck with scissors as she attempted to flee, narrowly avoiding a major artery. Furthermore, she disclosed being strangled and threatened with death if she made any noise or attempted to escape. Subsequently, Celis coerced her into his vehicle, expressing intentions to take her to Mexico.

Francisco Ivan Celis has since been charged with Aggravated Kidnapping and Aggravated Assault with a Deadly Weapon, with a combined bond set at $800,000.
