Man Arrested for Indecent Assault at The Woodlands Mall

Deputies with the Montgomery County Sheriff’s Office arrested 54-year-old Thomas Carter of Inez, Texas, on April 17, 2025, following a reported assault at The Woodlands Mall.

Upon arrival, deputies spoke with an adult female victim who works at a retail store inside the mall. The victim stated she was cleaning windows before the store opened when a male subject “grabbed her and then tried to pull her dress down.” The victim was able to maintain control of her dress and fled inside the store to call 911.

The Montgomery County Sheriff’s Office Crime Reduction Unit located Carter in his vehicle in the mall parking lot. Carter reportedly admitted to his actions, which were corroborated by surveillance video from inside the mall.

Thomas Carter was charged with Indecent Assault and transported to the Montgomery County Jail.
