Texas Regulators Shut Down Six Houston-Area Massage Parlors Over Human Trafficking Concerns

The Texas Department of Licensing and Regulation (TDLR) has issued a six-month emergency closure order, effective February 18, 2025, shutting down six massage establishments in the Houston area due to suspected human trafficking.
Kelly Xu has been ordered to cease operations at the following locations and is prohibited from operating any other massage establishment at these addresses for six months:
- Perfect Massage, 3531 S. Dairy Ashford Rd., Ste. B, Houston
- Sun Spa, 9223 Airport Blvd., Ste. 300, Houston
- Foo Foot Massage, 10801 Spring Cypress Rd., Ste. 12, Houston
- May Spa, 4027 FM 2920 E., Spring
- Yu Best Massage, 3331 Spring Cypress Rd., Ste. A, Spring
- DD Massage, 2575 Eldridge Rd., Sugar Land
TDLR inspectors and investigators have conducted multiple investigations involving administrative violations at Xu’s establishments. TDLR prosecutors determined that the businesses were being used as fronts for illicit activity, including human trafficking, and that immediate closure was necessary to protect public health and safety.
Investigations revealed:
- Complaints of human trafficking indicators at Perfect Massage in August 2024, followed by an inspection revealing an ATM in the lobby, items associated with commercial sexual activity, an unlicensed employee, and evidence of people living at the establishment. Online reviews also indicated sexual services.
- Online investigations in February 2025 into Foo Foot Massage, Sun Spa, May Spa, Yu Best Massage, and DD Massage revealed online advertisements and reviews on illicit websites.
- The Foo Foot Massage location was the subject of a previous emergency order issued by TDLR on May 31, 2024, under a different owner.
