Irving-Based Fluor Joint Venture Opens $677 Million Oak Hill Parkway in Austin

IRVING, Texas – Irving-based Fluor Corporation and joint venture partner Balfour Beatty have completed a major milestone on the $677 million Oak Hill Parkway project, opening the reconstructed highway corridor to traffic in southwest Austin.

Fluor, Balfour Beatty, the Texas Department of Transportation and local and state officials marked the project’s opening Sept. 24. The approximately seven-mile project reconstructed and widened portions of U.S. 290 and State Highway 71 through Oak Hill, a major route connecting Austin with growing communities to the west.

Construction began in 2021. The project expanded the highways from two to three main lanes in each direction and added new frontage roads.

Among the major changes are direct-connect flyovers between U.S. 290 and SH 71 and new U.S. 290 overpasses at William Cannon Drive. Crews also replaced the former Y-interchange with a single-point urban interchange.

The project includes bicycle and pedestrian improvements, including shared-use paths along the corridor. Fluor’s project description also lists intersection improvements, U-turn lanes, stormwater detention and water-quality treatment ponds among the work performed.

Oak Hill Parkway is part of TxDOT’s Texas Clear Lanes initiative, a statewide program focused on congestion in heavily traveled corridors.

Fluor and Balfour Beatty formed the design-build joint venture responsible for the project. Fluor was selected for the work in 2020, and the companies broke ground July 1, 2021.

The project reached substantial completion July 20, according to Fluor.

Although the improved roadway is now fully open to traffic, work is not completely finished. Landscaping, paving and striping are continuing, with final completion expected by the end of 2026.
