Houston Metro ICAC Task Force Tracks Down Predator After Forensic Phone Audit Reveals Self-Recorded Abuse

LA PORTE, TX — A 32-year-old Harris County man who was out on bond for possessing child pornography has been re-arrested on severe continuous child abuse charges after detectives found video evidence on his own phone showing him abusing two young girls.
Randol Ernest Wiggins was taken into custody on Monday, June 22, 2026, by the La Porte Police Department. He faces two counts of Continuous Sexual Abuse of a Child, a first-degree felony in Texas carrying a potential sentence of up to life in prison.
Search Warrant Uncovers Massive Digital Archive
The multi-stage investigation began in mid-March 2026, when the La Porte Police Department’s Criminal Investigations Division, operating under their specialized Internet Crimes Against Children (ICAC) Unit, executed a residential search warrant in the 3300 block of Bay Area Boulevard.
During the raid, cyber-crimes investigators seized Wiggins’ cell phone. A preliminary digital forensic examination of the device uncovered a massive archive of Child Sexual Abuse Material (CSAM)—totaling more than 767 individual pictures and videos. Analysts noted that the material overwhelmingly involved victims under the age of 10. Wiggins was initially arrested in April on felony charges of possession of child pornography and subsequently posted bond.

While Wiggins was out of custody on bail, digital forensics experts continued a deeper, frame-by-frame review of the seized files. The extensive audit led to a horrifying discovery: several of the recovered videos were not downloaded from the internet, but were recorded by Wiggins himself.
The footage showed Wiggins actively sexually abusing two young female children to whom he had personal access. Detectives rapidly secured new arrest warrants, and tactical units tracked down Wiggins to return him to continuous confinement.
