Fugitive Arrested in Far North Houston; Woman Charged with Hindering Apprehension

HARRIS COUNTY, Texas — A wanted fugitive was taken into custody in Far North Houston, and a woman at the residence was arrested for allegedly providing false information to deputies, according to Constable Mark Herman’s Office.

On April 15, 2026, deputies received information about the whereabouts of Garrett Phoenix, who had outstanding felony warrants. Investigators conducted a warrant service at a home in the 12600 block of Hickory Bend Drive.

Upon arrival, deputies made contact with a woman identified as 50-year-old Donna Lynn Ruble of Spring. Authorities said Ruble provided false information in an attempt to prevent deputies from locating the fugitive.

Phoenix, 17, was ultimately located at the residence and taken into custody without incident. Deputies confirmed he had open felony warrants for evading arrest with a motor vehicle and unauthorized use of a motor vehicle.

Both Phoenix and Ruble were arrested and transported to the Harris County Jail.

Phoenix’s bond was set at $100,000 by the 183rd District Court. Ruble was charged with hindering apprehension, and her bond was set at $15,000 by the 482nd District Court.

Authorities said the relationship between the two was not disclosed.

The investigation remains ongoing.
