HOUSTON, TX — A 28-year-old Harris County man has been jailed on multiple felony counts after local constable deputies traced child sexual exploitation files stored in a cloud-based account directly back to his personal digital footprint.

Eugenio Richard Pomalaza-Santisteban was apprehended without incident on Monday, June 29, 2026, by the Harris County Constable Precinct 4 Special Operations Unit. He has been booked into the Harris County Jail on three felony counts of Possession of Child Pornography.

Digital Footprint Traced to Online Account

The cyber-crimes investigation was initiated by the Criminal Investigations Division of Constable Mark Herman’s Office after analysts intercepted data showing illicit child exploitation media being actively stored in a private online account.

Detectives utilized advanced digital tracking and executed specialized legal processes to reveal the physical origin of the cloud storage network, identifying Santisteban as the account holder.

Forensic Device Audit

Upon establishing probable cause, investigators located and interviewed Santisteban. During the interrogation, Santisteban admitted to possessing child pornography files.

Deputies subsequently secured formal search warrants to seize and forensically extract data from all electronic devices recovered from his possession. Cyber-evidence specialists conducting the forensic examinations discovered a secondary repository of child pornography hidden across the seized hardware, cementing the criminal case.

Law Enforcement Statement: Following the tactical arrest, Constable Mark Herman emphasized his agency’s zero-tolerance posture regarding online child predators, stating: “Our office provides all available resources to protect the most vulnerable members of our community, especially our children.”

The Harris County District Attorney’s Office formally accepted all three felony charges following the review of the digital forensic files. Santisteban remains in custody pending his initial magistration and bond hearing before a Harris County District Judge.
