Montgomery County Detective’s Proactive Sting Leads to Arrest of Illinois Man for Child Porn

MONTGOMERY COUNTY, Texas – A proactive investigation by the Montgomery County Precinct 1 Constable’s Office, part of the county’s Internet Crimes Against Children (ICAC) Task Force, has led to the swift arrest of a man in Illinois accused of promoting child pornography involving his infant son.

The case began on November 19, 2025, when Sgt. Jerry Serratt, attached to the Montgomery County ICAC Task Force, engaged with an adult male on a social media platform. During the operation, the male, identified as Roy Flatt from Illinois, began sending inappropriate photos of his infant son.

Swift Multi-Agency Response

Recognizing the immediate threat to a live victim, the ICAC Task Force rapidly mobilized:

  • Warrant: Emergency orders were issued, and an arrest warrant for Promotion of Child Pornography was swiftly obtained from the Montgomery County District Attorney’s Office for Flatt.
  • Arrest: The local FBI office in Illinois and local law enforcement were immediately notified. On November 20, 2025, Flatt was located and taken into custody.

The FBI is now interested in pursuing federal charges, and Child Protective Services in Illinois is actively investigating the case to ensure the infant’s safety.

ICAC Team Commended

The Montgomery County ICAC Task Force operates as a collaborative effort involving all five county constables’ precincts and the Texas Department of Public Safety.
