HOUSTON, Texas — A 65-year-old man nicknamed “The Candyman” by neighborhood children was arrested Thursday after authorities say he arranged to meet a juvenile female at an elementary school for sex, according to the Harris County Constable Mark Herman’s Office.

Brian Blaine was taken into custody without incident on May 8, 2026, in the parking lot of a local elementary school in the Laurel Creek area of northwest Harris County.

The investigation began after Constable Precinct 4 received a telephone harassment complaint involving explicit text messages sent to a juvenile female. Detectives with the Criminal Investigations Division took over the case and identified Blaine as the suspect.

During the investigation, detectives established communication with Blaine, who continued sending sexually explicit messages to individuals he believed were underage girls. Authorities say he later arranged to meet one of the supposed minors at the elementary school for the purpose of engaging in sexual acts. Undercover units were waiting when he arrived.

Blaine has been charged with Online Solicitation of a Minor, a second-degree felony. His bond was set at $200,000 in the 184th District Court.

Neighbors told investigators that Blaine was known throughout the community as “The Candyman” because he frequently gave candy to local children.

Constable Mark Herman’s Office said detectives believe there may be additional victims. Parents are urged to speak with their children about any possible contact with Blaine and to contact the Precinct 4 Constable’s Office or their local law enforcement agency if they have information.

“Our office remains fully committed to protecting the children of this community and aggressively pursuing those who seek to exploit or prey upon minors,” Constable Mark Herman said in a statement. “We will continue utilizing every available resource to identify, apprehend, and hold these offenders accountable.”

The case remains under active investigation.
