Missing Harris County Juvenile Rescued, Woman Charged With Promotion of Prostitution

HARRIS COUNTY, Texas – A missing juvenile has been found and reunited with her family after an investigation led authorities to suspect the child was being trafficked from a residence in north Harris County, according to Harris County Precinct 4 Constable Mark Herman’s Office.

The investigation began Sept. 24 after the agency’s patrol division received a report of a runaway juvenile.

Detectives developed information indicating the missing child may have been trafficked by a person known to her from a residence in north Harris County, according to the constable’s office.

Investigators obtained a search warrant for the residence and executed it with members of the agency’s Special Operations Unit. The juvenile was not found during the initial search, but investigators encountered 35-year-old Brandi Lowe at the residence.

Detectives continued investigating and accused Lowe of posting the juvenile online for trafficking purposes.

The Harris County District Attorney’s Office subsequently accepted a charge of promotion of prostitution against Lowe. She was arrested and booked into the Harris County Jail.

Her bond was set at $20,000 in the 497th District Court, according to the constable’s office.

Investigators continued searching for the juvenile after Lowe’s arrest. The following day, detectives and the Special Operations Unit developed information leading them to a second location.

Authorities obtained and executed another search warrant and located the missing juvenile. The constable’s office said the child was safely reunited with her family.

Authorities did not disclose the juvenile’s age or identify the locations searched. The agency also did not provide details about the evidence investigators say connects Lowe to the suspected trafficking activity.

The investigation remains open, and the constable’s office said additional arrests are anticipated.
