2024 Outcry Leads to 11-Year Prison Term in Dickinson Child Sexual Abuse Case

GALVESTON, Texas — A Galveston County jury has convicted Joshua Andrew Lanier, formerly of Dickinson, Texas, of indecency with a child by sexual contact and sentenced him to 11 years in state prison for sexually abusing a 9-year-old child in 2017, the Galveston County Criminal District Attorney’s Office announced.

Following a trial in the 10th Judicial District Court before Judge Rebecca Millo, the jury deliberated for two hours on Wednesday before returning a guilty verdict against Lanier. During the punishment phase, jurors sentenced him to an 11-year term in the Texas Department of Criminal Justice.

2017 Offense and Delayed Outcry

The charges stemmed from an incident on the night before Easter in 2017. The victim, who was 9 years old at the time, was sleeping on a pallet in the living room of her grandfather’s residence in Dickinson alongside her mother and Lanier.

When the child woke up in the middle of the night to get a drink of water, Lanier pretended to be asleep, grabbed her wrist, and forced her to perform an act of sexual contact. The victim attempted to pull away to wake her mother, but Lanier forcibly restrained her.

The victim did not disclose the abuse to an adult until 2024, when she was 15 years old and told her mother. Her mother immediately reported the outcry to the Dickinson Police Department, initiating a formal criminal investigation that culminated in Lanier’s indictment for indecency with a child by contact.

Trial Evidence and Aggravating Testimony

Assistant District Attorneys Erika Mercado and Madison Flores called seven witnesses during the guilt phase of the trial, including pediatric specialists from the University of Texas Medical Branch (UTMB) ABC Pediatric Team.

Prosecutors also introduced evidence of an earlier sexual assault occurring when the victim was 5 years old, which she disclosed during a forensic interview at the Children’s Advocacy Center for Galveston County. In that instance, the victim detailed that Lanier had sexually penetrated her.

During closing arguments, Mercado emphasized Lanier’s betrayal of family trust, telling jurors, “He was not a stranger, he was in her family, he was someone she was supposed to trust, and the defendant betrayed that trust any opportunity he could.”

Punishment Phase and 11-Year Sentence

During the punishment phase, jurors heard testimony from one of Lanier’s biological daughters, who revealed that he had shown her pornographic material on multiple occasions.

The victim, now 17 years old, testified regarding the long-term psychological impact of the assaults, describing how she became withdrawn and self-isolating following the abuse. She expressed deep gratitude to the jury for believing her testimony.

The Galveston County Criminal District Attorney’s Office commended Detective Fidencio Gonzalez of the Dickinson Police Department, the UTMB ABC Pediatric Team, and the Children’s Advocacy Center for Galveston County for their work in securing the conviction.
