Harris County Grand Jury Indicts Man in Disappearance of Missing Baytown Woman

BAYTOWN, Texas – A Harris County grand jury has indicted a man in connection with the disappearance of a Baytown woman who has been missing for more than two years as investigators continue building a murder case against him.

The Baytown Police Department announced that a grand jury returned an indictment on July 14 charging Quan Flowers with aggravated kidnapping in the disappearance of Kalie Goodwin.

Police said the indictment follows more than two years of investigation involving multiple law enforcement agencies and prosecutors. Detectives said the investigation remains active as they continue gathering evidence to pursue murder charges against Flowers.

Goodwin was reported missing on April 22, 2024, after her mother received a phone call from an unknown man demanding money through a Cash App account.

Investigators determined Goodwin was last seen at approximately 7 p.m. on April 21, 2024, leaving an apartment complex in the 3100 block of Decker Drive in Baytown with an unidentified man.

According to police, detectives traced the Cash App account used in the ransom demand and, through license plate reader technology, identified a vehicle near the apartment complex around the time Goodwin disappeared. The vehicle was registered to a woman whose boyfriend, Quan Flowers, was using it at the time, investigators said.

Using additional license plate reader data, detectives tracked the vehicle to an area in Houston. With assistance from the Houston Police Department, investigators located Flowers.

On June 1, 2024, Flowers was arrested by the Houston Police Department in connection with the unrelated murder of Megan Rouse.

Baytown detectives said information developed during that investigation, combined with cellphone data analyzed by the department’s Digital Forensics Unit, led investigators to another location in Houston connected to Goodwin’s disappearance.

Detectives later identified a residence associated with the phone used to contact Goodwin’s mother during the ransom demand. During the investigation, another individual wanted on unrelated felony charges was arrested at the residence with assistance from the Gulf Coast Violent Offenders Task Force.

Authorities said evidence recovered during a subsequent search warrant linked Goodwin to the residence and indicated she had been assaulted by Flowers before being taken from the location.

Baytown police filed an aggravated kidnapping charge against Flowers on June 20, 2024. A Fort Bend County grand jury later indicted him on the charge on Oct. 28, 2024.

The newly returned Harris County indictment follows an agreement for the Harris County District Attorney’s Office to assume prosecution of the case in coordination with the Fort Bend County District Attorney’s Office.

Although Goodwin remains officially listed as a missing person, investigators said they believe she is dead. Detectives continue searching for her remains and are working to identify anyone else who may have been involved.
