Citizens Help Catch Car Theft Suspect at Sam’s Club, Deputy Makes Arrest after Foot Pursuit

On December 22, 2023, a deputy from Constable Mark Herman’s Office responded to a report of a stolen vehicle at the Sam’s Club in the 300 block of E. Richey Drive. The complainant informed authorities that upon exiting the store, he witnessed a male suspect driving away in his vehicle.

In response, the complainant and other witnesses pursued the suspect on foot. The suspect eventually stopped the stolen vehicle and attempted to flee on foot. Following a brief foot chase, law enforcement successfully apprehended the suspect, identified as 18-year-old David Frausto. It was later revealed that Frausto was out on bond for charges related to Theft and Criminal Trespass.

Further investigation uncovered that the suspect had used a professional key tool to start the stolen vehicle. Frausto was subsequently arrested and booked into the Harris County Jail, facing charges of Theft.
