22-Year-Old Pleads Guilty to Double Murder, Receives 60-Year Sentence

Harris County District Attorney Kim Ogg announced that Frederick D. Jackson, a 22-year-old from San Antonio, has pleaded guilty to two counts of murder stemming from a tragic incident that shook the city in 2021. The plea deal, which includes a 60-year prison sentence, was made public on Tuesday.

“This was a well-trained police officer from a major city who was just minding his own business and enjoying time off with friends on vacation,” Ogg said. “It is an absolute tragedy, and it shows that anyone, anywhere can be the victim of a violent crime.”

The case revolves around the killing of Everett Briscoe, a respected veteran of the New Orleans Police Department, and Briscoe’s friend, Dyrin Riculfy. The incident unfolded on the patio of the Grotto Ristorante at 4715 Westheimer, where the victims were enjoying their time on a Saturday afternoon.

According to reports, Jackson, along with another individual, approached the restaurant’s patio armed and demanded money, resulting in a fatal confrontation. A third individual reportedly waited nearby in a car.

The shocking nature of the double murder, which occurred in broad daylight at an upscale establishment, reverberated throughout the community and garnered international attention. The Houston Police Department undertook the investigation.

Assistant District Attorney Keaton Forcht, along with Cameron Calligan, led the prosecution of the case. Jackson’s plea deal came just before the scheduled trial, with the agreement ensuring that he admits guilt for both murders and receives a substantial prison sentence.

“We wanted him to admit guilt for both murders and go to prison for the equivalent of a life sentence, and this accomplishes both of those goals,” Forcht said. “It was important to the families of the victims that he take responsibility.”

As part of the plea deal, Jackson forfeits his right to appeal the convictions or the imposed sentence. He must serve a minimum of 30 years in prison before being eligible for parole, effectively mirroring a life sentence.

Meanwhile, two other individuals, Anthony Rayshard Jenkins, 24, and Khalil Nelson, 21, are set to face trial in connection with the shooting.

Jackson is slated to appear in court next week for victim impact statements from the families of the deceased, who are expected to travel to Houston for the proceedings.
