Cold Case Announcement: Arrest Made in 1990 Double Murder in West Houston

HOUSTON, Texas — A suspect has been arrested in connection with a 1990 double homicide in West Houston, marking a breakthrough in a decades-old cold case, police said.
64-year-old Floyd William Parrott has been charged with capital murder in the 176th Criminal District Court in the deaths of Cheryl Henry and Garland Andrew Atkinson, both 22 at the time. Parrott was aged 29 at the time of the murders.
The victims were found on August 23, 1990, after a security guard conducting a routine patrol discovered a vehicle parked in a cul-de-sac in the 1300 block of Enclave Parkway. When the vehicle did not move for an extended period, the guard approached and found a woman unresponsive. Houston police officers responded and also located an unresponsive male. Both victims had suffered injuries to their necks and were pronounced dead at the scene.
The Houston Police Department Homicide Division, along with the Federal Bureau of Investigation (FBI), the Texas Attorney General’s Cold Case and Missing Persons Unit, and the Harris County District Attorney’s Office, previously worked the case, but it remained unsolved for decades.
Investigators said continued efforts led to the identification of Parrott as a suspect in March 2026. After consulting with the Harris County District Attorney’s Office, charges were accepted. More details on the investigation will be released at a later date.
On March 25, 2026, HPD homicide detectives and FBI agents arrested Parrott in Lincoln, Nebraska. He is currently in custody at the Lancaster County Department of Corrections (Nebraska) awaiting extradition to the Harris County Jail.
