Organized Retail Theft Ring Busted, Texas Suspect Arrested in Florida

LEAGUE CITY, Texas – League City, TX – A suspect connected to an organized retail theft case investigated by the League City Police Department’s Business District Unit (BDU) has been arrested in Florida as part of a multi-state retail theft operation.
According to the Stuart Police Department (Florida) Police Department, Isabel Ramos and Oleiber Rosabal were taken into custody after being linked to multiple thefts at Ulta Beauty stores throughout the Treasure Coast region. The suspects were apprehended at an Ulta Beauty location in Stuart, Florida.
During the investigation, authorities confirmed that Isabel Ramos had an outstanding felony warrant issued out of Galveston County, Texas, for Organized Retail Theft ($100,000 bond). This warrant originated from a League City Police Department BDU investigation involving multiple thefts at the League City Ulta Beauty store and other Ulta locations in the region.
BDU officers conducted a thorough investigation, which led to the identification of more than 59 theft incidents at Ulta locations in the region involving Ramos and multiple accomplices, with an approximate total loss exceeding $68,000 in stolen merchandise. Officers successfully identified the suspects and submitted charges to the Galveston County District Attorney’s Office, where felony warrants were subsequently issued.
BDU Officers were regularly in communication with Ulta Organized Retail Crime Managers to monitor the suspect’s activities until an apprehension was made.
