SPRING, Texas – On January 8, 2026, deputies with Harris County Constable Mark Herman’s Office stopped a green Lamborghini in the 5100 block of Louetta Road after observing the vehicle running multiple red lights and traveling at speeds of approximately 95 mph in a 45 mph zone. The area has seen numerous accidents, including a fatality just last month, prompting deputies to increase patrols for public safety.

The driver, identified as 30-year-old Dmitry Khokhlov of Spring, TX, was arrested and charged with Reckless Driving, a Class B misdemeanor. He was booked into the Harris County Jail with bond set at $100 and is scheduled to appear before County Court 16 Judge Linda Garcia on January 15.

Some residents have questioned the low bond amounts. Harris County’s low bond amounts started after reforms following the 2019 federal court ruling in O’Donnell v. Harris County, which found the previous cash bail system unconstitutional. Bond now prioritizes risk assessment over ability to pay, though a 10% minimum rule was later introduced to mitigate concerns about violent re-offenses.

Deputies continue to monitor Louetta Road to prevent future incidents and maintain safety in the area.
