Organized Construction Theft Ring Bused in Montgomery County, Four Arrested

The Montgomery County Sheriff’s Office has dismantled an organized construction theft ring following a two-month investigation. The Crime Reduction Unit (CRU), working with property crimes detectives, identified a group responsible for multiple thefts of construction materials across the county.
The investigation revealed the use of two primary vehicles for transporting stolen goods and several “spotter” vehicles engaging in reckless driving. On April 22, 2025, deputies tracked the suspects to the Mavera neighborhood, where they stole approximately $3,500 worth of Hardi plank siding and trim.
A coordinated effort led to the arrest of four Houston men: Adair Texis, 24; Darry Reyes, 20; Jesus Penaloza, 23; and Lazaro Rondon, 42. They have been charged with Burglary of a Building and admitted to involvement in other thefts of construction materials and appliances. The investigation is ongoing, and additional charges may be filed.
