Waller County Man Arrested After Animal Cruelty Investigation Leaves Two Calves Dead

WALLER COUNTY, Texas — A Waller County man has been arrested following a multi-week animal cruelty investigation that resulted in the death of two calves, according to the Waller County Sheriff’s Office.
The investigation, led by the Sheriff’s Office Livestock Division in coordination with an Environmental Crimes Investigator, focused on a property in the southern portion of the county. Deputies reported observing multiple animals without adequate access to food and water, showing signs of malnourishment and dehydration.
Authorities said deputies initially attempted to educate the animal owner on proper livestock care and applicable Texas laws, but the owner failed to comply.
During a follow-up visit, the owner allowed deputies onto the property, where they discovered two calves in critical condition. The animals were seized and transported to the Texas A&M Veterinary Medical Teaching Hospital for emergency treatment. Despite efforts by veterinary staff, both calves died.
As a result of the investigation, Douglas James Smith was charged with two counts of Cruelty to Livestock Animals. He was taken into custody and booked into the Waller County Jail on March 30, 2026.
The Sheriff’s Office said the investigation remains ongoing and emphasized its commitment to protecting animal welfare and holding individuals accountable for neglect and cruelty.
