Two Arrested in Separate Harris County Warrant Operations, Both Face Tampering Charges

Harris County Constable Precinct 3 Day Shift Deputies, in collaboration with the U.S. Marshals, arrested two fugitives in separate incidents and filed additional charges for tampering with electronic monitoring devices.
On Tuesday, May 27, 2025, deputies served a warrant in the 12400 block of Avenue B for David Wierchowski, wanted for resisting arrest and a parole violation issued by the Austin Pardon and Parole Board. During the operation, the U.S. Marshals informed deputies that Wierchowski had removed his Texas Department of Criminal Justice-issued ankle monitor earlier that same day.
Deputies contacted the Harris County District Attorney’s Office and obtained an additional charge for tampering with an electronic monitoring device. Wierchowski was taken into custody and booked into jail on both the original warrant and the new charge.
In a separate incident in the 16100 block of Market Street, deputies observed and detained Gerson Monsivais, a known fugitive with an active warrant for unauthorized use of a motor vehicle out of the Harris County Sheriff’s Office. During a search incident to his arrest, deputies noted the absence of a GPS monitoring device, which was required as part of his bond conditions.
The DA’s Office accepted an additional charge against Monsivais for tampering with an electronic monitoring device. He was transported to the Harris County Jail and booked on both the existing warrant and the new charge.
