Registered Sex Offender Arrested After Indecent Exposure Incident in Pearland Parking Lot

PEARLAND, Texas – Pearland Police have arrested a registered sex offender accused of exposing himself to a woman in a parking lot along Shadow Creek Parkway earlier this month, following an investigation that linked him to multiple similar incidents across the area.

According to police, officers were called around 12:15 p.m. on January 2 to a parking lot at 11037 Shadow Creek Parkway after a woman reported an indecent exposure incident. The victim told officers she was sitting in her vehicle eating lunch when a blue SUV backed into a parking space next to her.

The male driver exited the SUV, stood outside his vehicle, and stared at her while exposing himself and masturbating, police said. The victim described the suspect as a Black male between 40 and 50 years old, bald, and wearing glasses. She was also able to provide officers with the license plate number of the SUV.

Several days later, on January 6, Pearland Police were contacted by the Brazoria County Sheriff’s Office regarding multiple indecent exposure cases reported in the county. Investigators determined that the same vehicle and license plate were connected to several of the incidents.

The suspect was identified as 56-year-old Damond Earl Linsey of Missouri City, a registered sex offender. He was convicted for Indecent Exposure in November of 2021 and required to register annually as a sex offender until the year 2032. The State lists him as a HIGH risk level.

On January 7, the original victim provided investigators with dash camera footage that clearly captured both the suspect and the vehicle involved. Police confirmed that the individual shown in the video matched Linsey and that the license plate was registered to him.

After reviewing the evidence, the Brazoria County District Attorney’s Office accepted charges. Linsey was arrested on January 8 and charged with indecent exposure, a state jail felony due to two prior convictions.
