Proactive Patrol in Houston’s Hobby District Leads to Immediate Arrest of Indecency Suspect

HOUSTON, TX — A 54-year-old man faces a felony charge after Houston deputies caught him committing a lewd act in public near a child Tuesday, June 16, 2026.
Charles Buhagiar was arrested by Harris County deputies and booked into the Harris County Jail on a felony count of Indecency with a Child by Exposure.
Alert Citizens Flag Down Patrol Units
The incident unfolded while deputies were conducting proactive patrols in Houston’s Hobby District. While driving through the 8200 block of Broadway Street, the patrolling deputies noticed a woman and a child who were repeatedly and anxiously looking in the same direction.
The woman flagged down the passing patrol unit and pointed toward a nearby man. When deputies looked over, they observed the male actively engaging in a lewd act in full view of the public and the juvenile.
Felony Charges Accepted
Deputies moved in immediately, stopping the behavior and detaining the suspect on-site. He was positively identified as Buhagiar.
Responding units contacted the Harris County District Attorney’s Office to present the preliminary evidence and witness observations. Prosecutors reviewed the case details and accepted the formal felony charge against him. Buhagiar was subsequently transported to the county detention facility for booking and processing.
