Permian Basin Human Trafficking Investigation Leads to Two Arrests, One Victim Rescued

A joint investigation by the Texas Department of Public Safety Criminal Investigations Division (CID), the Odessa Police Department (OPD), and the Midland County Sheriff’s Office (MCSO) has resulted in the arrest of two individuals and the rescue of one victim in a human trafficking case in the Permian Basin.  

The collaborative investigation began on March 31, focusing on potential human trafficking activity operating out of a hotel in the Midland/Odessa area. Over the course of the investigation, authorities identified multiple potential victims and a suspect.  

On April 4, OPD responded to a disturbance call involving a vehicle of interest in the investigation at IH-20 and Grandview Avenue. As the vehicle began to move, MCSO quickly located it and, along with DPS Special Agents, intercepted it near IH-20 and Rankin Highway.  

At the scene, 33-year-old Damante Baty was arrested and charged with trafficking of persons, a second-degree felony, as well as driving with an invalid license. Also arrested was 26-year-old Talisha Hale, who faces charges of possession of a controlled substance, a third-degree felony, and public intoxication.  

One victim was rescued during the operation and is currently receiving victim services.
