North Carolina Man Arrested in Houston for Conroe Financial Fraud Spree

CONROE, TX – The Conroe Police Department has arrested Keith Devon McMillian, 45, of North Carolina, for his alleged involvement in a series of fraudulent credit and debit card transactions that victimized at least 13 people and multiple businesses in Conroe.
The investigation began on August 1, 2025, after First Financial Bank in Conroe notified police of numerous fraudulent transactions. Detectives quickly identified McMillian as a suspect and, working with the Montgomery County District Attorney’s Office, secured an arrest warrant for him.
The very next day, on August 2, Conroe detectives and patrol officers Dandy and Casarez located and arrested McMillian near George Bush Intercontinental Airport in Houston.
McMillian has been charged with Credit Card Abuse (a State Jail Felony) and Fraudulent Use of Identifying Information (a 2nd Degree Felony due to the number of victims). He was transported to the Montgomery County Jail.
Conroe Police Chief Buckholtz commended the detectives for their swift response. “I would like to commend Conroe Police Detectives Jason and Charlie Roper for their exemplary and immediate response to this criminal spree,” he said. “Their actions led to the issuance of the arrest warrant for McMillian to stop this criminal spree in its tracks before he could flee the State of Texas.”
