Katy Man Arrested for Illegal License Plate Flipper in Harris County Toll Violation


Harris County Constable Precinct 5 deputies apprehended a Katy man this week for employing an illegal license plate flipper. Francisco Alberto De Pena, 40, was taken into custody on Thursday, Dec. 7th, after utilizing the device to obscure his license plate while passing through an EZ Tag lane in the 6100 block of the West Sam Houston Parkway.

De Pena possessed a remote control that activated the license plate flipper, blocking the view of his license plate from toll road cameras designed to capture violators. Following his passage through the toll plaza, De Pena could remotely revert the process, revealing his license plate once again.

The use of a license plate flipper in Texas constitutes a Class B misdemeanor, carrying potential penalties of up to 180 days in jail and a fine reaching $2,000.
