Houston Man Arrested for December Fatal Crash in Galveston County, Charged With Manslaughter

The Galveston County Sheriff’s Office has arrested a Houston man in connection with a fatal single-vehicle crash that occurred in December, authorities announced.
Jimmy Villalobos, 23, of Houston, was taken into custody Feb. 2, 2026, following an investigation into a crash that occurred Dec. 14, 2025, at the intersection of Highway 146 and State Highway 96. Investigators determined Villalobos was driving the vehicle at the time of the crash.
According to the sheriff’s office, two passengers were in the vehicle: Cassie Willis, 24, and Edwin Villalobos, 31. Willis, of Baytown, was transported to HCA Clear Lake Hospital, where she later died from injuries sustained in the crash.
The investigation was led by the sheriff’s office Major Crimes Unit with assistance from the Crash Reconstruction Team. Detectives learned that Villalobos had left the Kemah Bar District with the passengers shortly before the crash and was suspected of operating the vehicle while intoxicated.
Following interviews and a completed crash analysis, the findings were presented to the Galveston County District Attorney’s Office. An arrest warrant was issued charging Villalobos with manslaughter, with bond set at $100,000.
Villalobos was arrested at his residence in Houston by the sheriff’s office Fugitive Apprehension Division. He is currently being held in the Galveston County Jail.
