Harris County Constable’s Deputies Arrest Two in Felony Warrant and Mail Theft Investigation

Harris County Constable Mark Herman said deputies arrested two people on December 6, 2025, after serving a felony warrant in the 12170 block of the Northwest Freeway.
Deputies took 36-year-old Gilmar Lobos into custody on an active felony warrant for possession of a controlled substance. During the arrest, investigators linked him to an ongoing mail theft case that has affected several areas, including Cy-Hill MUD, Fairfield, and MUD 391.
A search tied to the investigation turned up several Texas IDs, a passport, credit cards, makeshift mailbox keys, stolen mail, and a number of tools and pieces of equipment reported stolen.
A woman at the scene gave deputies a false name and date of birth before being correctly identified as 30-year-old Claudia Marin. She was wanted out of Harris County for evading on foot.
Marin was charged with failure to identify as a fugitive, along with her existing evading warrant. Lobos now faces charges for possession of a criminal instrument, fraudulent use of identification, mail theft, and possession of a controlled substance, in addition to his original felony warrant.
“Both individuals were arrested and booked into the Harris County Jail. Claudia Marin’s bond was set at $607 out of County Courts 5 and 7. Gilmar Lobos’ bond was set at $60,000 out of the 228th District Court,” Constable Herman said.
