General Counsel of Houston Livestock Show and Rodeo Arrested for Solicitation of Minor

On Tuesday morning, May 14, 2024, investigators with Constable Alan Rosen’s office arrested 45-year-old Jeffrey Neil Downing. Downing is charged with Online Solicitation of a Minor, a 2nd degree felony.

Downing is General Counsel for the Houston Live Stock Show and Rodeo.

During the investigation, Downing began communicating online with a Harris County Precinct 1 Undercover Deputy Constable in April 2024. The undercover persona was of a 15-year-old female.

During the communications, Downing engaged in explicit online communications, discussed engaging in sexual activity with the minor, requested sexual images from the minor that constitutes child pornography and sent images of an adult penis to whom he believed to be a minor.

After being taken into custody, Downing was taken to the Harris County Jail.
