Fugitive Arrested After Standoff in Houston; Female Companion Charged with Hindering and Identity Theft

On Tuesday, April 29, 2025, Harris County Deputy J. Humphrey apprehended 37-year-old Matthew Bishop, who was wanted on two felony warrants for Evading in a Motor Vehicle and Possession of a Controlled Substance. The arrest occurred at an apartment in the 1500 block of Bay Area Blvd. in Houston.

Deputy Humphrey was familiar with Bishop from a vehicle pursuit and subsequent arrest on April 16, 2025. Warrants were issued after Bishop failed to appear in court. Upon arriving at Bishop’s apartment, Deputy Humphrey observed him speaking with a delivery driver. Recognizing Bishop, Deputy Humphrey approached, but Bishop slammed the door and refused to come out.

A female inside the apartment, later identified as 34-year-old Samantha Ann Galloway, repeatedly claimed Bishop was not home, despite Deputy Humphrey having seen him. After a 20-minute standoff, Bishop finally exited and was arrested.

Galloway was also arrested for Hindering Apprehension of a Fugitive and Failure to Identify. Deputy Humphrey recognized her as being in the vehicle with Bishop during the April 16th pursuit. Galloway had been released that day for medical reasons but had provided a false name. It was discovered that Galloway also had outstanding warrants from Fort Bend County for Unauthorized Use of a Motor Vehicle and Fraudulent Use of ID.

Both Bishop and Galloway were booked into the Harris County Jail without incident. Bishop has been denied bond, and a bond for Galloway has not yet been set.
