Former HOA Office Manager Charged with Theft in Cypress, Paid Personal Bills with HOA Funds

CYPRESS, Texas — A former homeowners association office manager has been charged after investigators say she used association funds for personal expenses over more than a year, according to the Harris County Constable Mark Herman’s Office.

Deputies responded Sept. 28, 2025, to a theft report at an office on Louetta Road in Cypress belonging to The Lakewood Forest Fund, which serves a neighborhood of more than 2,600 homes.

Investigators said Shiesha Sparrow, 50, had been employed as an office manager for the Lakewood Forest Homeowners Association and had access to HOA credit cards.

Authorities allege Sparrow used those cards for unauthorized personal purchases at businesses including Walmart, Amazon, Cash App, Uber and DoorDash, as well as for personal bills.

After a more than seven-month investigation, deputies filed a third-degree felony charge of aggregate theft between $30,000 and $150,000.

Sparrow was arrested and booked into the Harris County Jail. She has since been released on a $20,000 bond set by the 179th District Court.

The investigation remains ongoing.
