Former Clear Lake Emergency Medical Corps Employee Charged in $381K Theft Case

Galveston County authorities have arrested Melissa Anderson, 47, also known as Melissa Tomford, for allegedly stealing more than $380,000 from Clear Lake Emergency Medical Corps (CLEMC) over a period of more than four years.
The investigation began on August 7, 2024, when CLEMC board members and administrative staff reported suspicious financial activity to the Galveston County Sheriff’s Office Major Crimes Unit. A review of payroll and bookkeeping records revealed multiple unauthorized transactions from CLEMC bank accounts to Anderson’s personal accounts.
Detectives determined that Anderson stole 46 checks and deposited $88,548.17 into her personal account. Additionally, she issued 137 unauthorized electronic payments totaling approximately $292,942.17. The thefts occurred between December 2019 and April 2024, bringing the total alleged stolen amount to $381,490.34.
On December 15, 2025, a warrant was issued for Anderson’s arrest for Theft of property valued at $300,000 or more, a first-degree felony under Texas law. Her bond is set at $150,000.
