El Paso County Parents Arrested After Children Test Positive for Illicit Drugs

Following a welfare check, El Paso County Sheriff’s Office deputies arrested two parents after their children tested positive for multiple illicit drugs.

On March 8, 2025, deputies responded to a domestic violence call at a residence in the 1300 block of Southwood, leading to the arrest of 24-year-old Brandon Garibay for Assault Family/Household Member Impeding Breath/Circulation. Child Protective Services (CPS) was notified at that time.

Deputies were later called back to the same residence for a welfare check. Subsequent findings, including the positive drug tests of the children, prompted a full investigation by NWPS detectives in coordination with CPS.

As a result of their investigation, arrest warrants were obtained for both parents. On April 18, 2025, Brandon Garibay was arrested and charged with two counts of Abandoning or Endangering a Child, with a $50,000 bond. On April 19, 2025, 21-year-old Clarissa Villalobos was also arrested and charged with two counts of Abandoning or Endangering a Child, with her bond also set at $50,000.

CPS has since implemented a safety plan to ensure the well-being of the children involved.
