Convicted Sex Offender Arrested in Baytown Undercover Sting at Local School

BAYTOWN, Texas – A proactive undercover operation by the Baytown Police Department has resulted in the arrest of a 33-year-old Houston man who investigators say was attempting to exploit a minor. The suspect, identified as Toby James Woods, is a previously convicted sex offender.

The Sting: Social Media to School Grounds

The arrest took place on January 8, 2026, as part of a targeted initiative by the Baytown Police Department’s Special Investigations Division (SID).

According to investigators, Woods used a social media platform to communicate with an individual he believed was a 16-year-old girl. During their digital exchange, Woods reportedly arranged a physical meeting with the “teen” at a local school with the explicit intent of engaging in sexual contact.

When Woods arrived at the school for the scheduled meeting, he was greeted not by a teenager, but by Baytown Police investigators who took him into custody without incident.

Prior Criminal History

During the booking process, authorities confirmed that Woods is a registered sex offender with a prior conviction involving a minor. He is required to registered annually for his lifetime. He was convicted in March, 2013, and served jail time for Indecency with a Child by Contact. The victim was a 7-year-old girl.

Police Department Statement

Baytown Police Chief John Stringer emphasized the department’s commitment to child safety following the arrest.

“Protecting our youth is one of our highest priorities,” Chief Stringer said. “Operations like this are a reminder that online platforms can be used to target minors, and we will continue to proactively identify and hold accountable those who attempt to exploit them.”
