Child Sexual Predator Suspect Arrested with Partner in Montgomery County
On August 1st, 2024 Constable Ryan Gable’s Criminal Investigations Division conducted an operation that led to the felony arrests of two male subjects, Joseph Shane Horn and Sean Brian Snead. This operation stemmed from a pro-active investigation lead by Constable Ryan Gable’s ICAC Detective. Information was obtained by the Detective, over the internet, which indicated the possibility of an alleged sexual assault of a 4 year old juvenile female victim, along with the alleged consumption of child pornography.
Upon obtaining suspect information during the investigation, it was discovered that Horn was wanted on several outstanding felony warrants, including one from the Texas Board of Pardons and Parole. Constable Gable’s Special Victim’s Unit found that Horn was advertising himself as an ordained minister who conducted an officiating business. Constable Gable’s Criminal Investigations Division, with assistance from the Montgomery County Precinct 3 Criminal Interdiction Unit, enacted an operation that ultimately led Horn to believe he was meeting detectives, in an undercover capacity, to discuss the hiring of his services. Horn arrived with Snead. Both subjects were detained on the scene and placed under arrest.
Horn was arrested on the outstanding felony warrants for Fraudulent Use/Possession of Identifying Information, the Texas Pardons and Parole Blue warrant, Possession of a Controlled Substance, and Unauthorized Use of a Motor Vehicle. Snead was placed under arrest on the scene for fraudulent use/possession of identifying information. Horn is currently being held without bail, while Snead is being held on a $50,000 bond. The investigation into the allegations that lead to the identification and arrest of both subjects are ongoing and potential charges related to the Possession of Child Pornography will be filed at a later date.
