Cypress Woman Arrested on Hit-and-Run, Terroristic Threat Warrants, Constable Says

CYPRESS, Texas – A Cypress woman wanted on felony and misdemeanor warrants was arrested Sunday after deputies with Harris County Precinct 4 Constable Mark Herman’s Office located her at a residence in northwest Harris County.

According to the Constable’s Office, deputies responded on Sunday, Aug. 9, to the 14200 block of Mueschke Road to execute a felony arrest warrant for Juanita McGarr, 32.

Deputies located McGarr and confirmed she had an outstanding warrant for Failure to Stop and Render Aid.

Mother Struck in Crosswalk

Authorities said the warrant stems from an incident in which McGarr allegedly struck a mother who was walking through a marked crosswalk while pushing a shopping cart carrying her young children.

Investigators allege McGarr fled the scene without stopping to render aid to the victim.

Deputies also confirmed McGarr had an additional outstanding warrant for Terroristic Threat.

Booked Into Harris County Jail

McGarr was arrested without incident and booked into the Harris County Jail.

According to the Constable’s Office, her combined bond was set at $3,100 by the 496th District Court and County Court No. 9.

“Leaving the scene after striking someone is unacceptable, especially when a mother and her young children are involved,” Constable Mark Herman said. “Our deputies remained committed to locating this wanted suspect and bringing her into custody. We will continue working diligently to hold those who endanger our community accountable.”
