Texas City Man Arrested Following Child Sexual Abuse Material Investigation

TEXAS CITY, Texas. A 36-year-old Texas City man has been arrested following an investigation into alleged possession of child sexual abuse material that began after multiple cyber tips were received by investigators, according to the Texas City Police Department.
Members of the Texas City Police Department’s Internet Crimes Against Children (ICAC) Task Force concluded the investigation on Thursday, July 9, after executing investigative actions in the 800 block of 10th Avenue North.
Police said the investigation originated from several cyber tips submitted through the National Center for Missing & Exploited Children.
Investigators identified Jessie Ryan Portillo, 36, of Texas City as the suspect.
With assistance from the La Porte Police Department, the Santa Fe Police Department, the Texas City Police Department SWAT team and the La Marque Police Department SWAT team, Portillo was taken into custody on July 9.
He is charged with possession, promotion or production of certain visual material depicting a child. His bond was set at $100,000.
The Texas City Police Department thanked the assisting agencies for their support during the investigation and said it remains committed to protecting children and holding offenders accountable.
