Undercover Investigation Leads to Prostitution Arrest at Houston Massage Business

HOUSTON, Texas – An undercover investigation conducted by Constable Mark Herman’s Office resulted in the arrest of a massage therapist and manager accused of soliciting sexual acts at a Houston-area business.
According to authorities, detectives launched an investigation into 990 Massage, located in the 900 block of West FM 1960 (Cypress Creek Parkway), after receiving numerous complaints from community members alleging prostitution activity at the business.
On June 4, 2026, an undercover detective posing as a customer entered the business as part of the investigation.
Investigators said the detective was solicited for sexual acts by a massage therapist who also served as the manager of the establishment.
The suspect was identified as 50-year-old Jixian Guo.
Guo was arrested and charged with Prostitution.
During the investigation, detectives also conducted an inspection of the business and discovered multiple regulatory violations.
Authorities noted that 990 Massage possessed a valid regulatory license issued by the State of Texas; however, investigators said violations were identified in addition to the alleged prostitution activity.
Constable Mark Herman praised investigators for their efforts and emphasized the importance of responding to community concerns.
“Our Regulatory Enforcement Unit and Detectives take complaints from the community seriously,” Herman said. “Businesses operating under the guise of legitimate services while engaging in illegal activity will be identified, investigated, and held accountable.”
