Stafford Man Arrested for Child Porn After Cyber Tip Leads to Home Search Warrant

Stafford, TX – A 31-year-old Stafford resident was arrested Monday after the Stafford Police Department’s Criminal Investigations Division executed a search warrant tied to a cyber tip reporting child sexual abuse material.

Juan David Santos-Velazquez, 31, was taken into custody and charged with Possession or Promotion of Child Pornography, a second-degree felony in Texas. Investigators determined that Velazquez had been engaging in the offense since at least January 2025.

The operation unfolded in the 13000 block of James Lane on February 16, 2026. Evidence obtained during the search supported the allegations outlined in the cyber tip, leading to Velazquez’s immediate arrest. He has been charged with Possession of Child Porn Sexual Conduct, a 3rd degree felony in Texas.

“Our investigators are committed to identifying, locating, and holding accountable those who prey on the most vulnerable members of our community,” said Lt. Luciano Lopez of the Stafford Police Department. “Protecting our children remains a top priority, and we will continue working alongside our law enforcement partners to ensure predators are brought to justice.”

The Stafford Police Department is a member of the Houston-Metro Internet Crimes Against Children (ICAC) Task Force, which collaborates with federal, state, and local agencies to combat online child exploitation.

The case is being prosecuted by the Fort Bend County District Attorney’s Office.
