Suspect With Multiple Warrants Arrested After Foot Chase During Traffic Stop in Cypress

CYPRESS, Texas – A traffic stop in northwest Harris County led to the arrest of a man wanted by multiple agencies after he fled on foot and was found in possession of drugs and equipment tied to vehicle thefts, authorities said.
According to the Harris County Constable Mark Herman’s Office, a lieutenant initiated a traffic stop Tuesday, Feb. 3, 2026, in the 20000 block of Schiel Road. The driver pulled into a private parking lot, exited the vehicle, and ran toward a nearby strip center.
The suspect ignored verbal commands to stop, and a department-issued Taser was deployed. Deputies safely detained and identified the man as Justin Bowman. Investigators said Bowman was in possession of methamphetamine and a vehicle programmer at the time of his arrest.
Authorities said Bowman had been wanted since January, after investigators identified him in connection with a stolen vehicle ring during an earlier case in which two other suspects were arrested. That investigation ultimately led to the recovery of 11 stolen vehicles.
Further investigation revealed Bowman had previously evaded Precinct 4 deputies earlier this month and was wanted by multiple agencies. Officials said he was sought by Texas Pardons and Paroles for evading arrest, as well as by Harris County for evading and stolen vehicle charges, Montgomery County for unauthorized use of a motor vehicle, and Walker County for obstructing justice, interfering with emergency services, and assault.
Bowman was booked into the Harris County Jail on the outstanding warrants and charged with evading arrest and possession of a controlled substance. His total bond was set at $50,000 by the 183rd District Court.
