Harris County Constables Join Community to Dedicate Memorial Bench for Teen Murder Victim

ATASCOCITA, Texas – Members of Constable Mark Herman’s Office joined county leaders, advocates, and family members Wednesday to honor the life and legacy of a teenage victim of violent crime during a memorial bench dedication at Atascocita Park.

The “We Remember Memorial” was unveiled on January 28, 2026, with Constable Mark Herman’s Office standing alongside Tom Ramsey, Crime Stoppers of Houston, and the Ruiz family. The dedication commemorates Felicia Nichole Ruiz, whose life was cut short at just 17 years old.

Felicia was brutally murdered in 1999. While two suspects were convicted, a third suspect fled the United States and is believed to be living in Venezuela, leaving the case without full closure for her family.

The memorial bench now serves as a permanent place of reflection, remembrance, and comfort for those who loved Felicia and for the wider community. It also stands as a reminder of the lasting impact of violent crime and the ongoing need to support victims and their families.

Constable Mark Herman’s Office emphasized its continued solidarity with the Ruiz family as they pursue healing and justice, noting that Felicia’s memory remains a powerful call to action in the fight for victims’ rights and accountability.
