Missouri City Senior Living Complex Fined $381K for Elevator Code Violations, Leaving Residents Stranded for 2 Months

The Texas Department of Licensing and Regulation (TDLR) has issued a Notice of Alleged Violation (NOAV) and assessed an administrative penalty of $381,400 against Jubilee at Texas Parkway, a senior living complex, for numerous elevator-related violations.
According to the NOAV, both elevators at the complex are currently inoperable and have not had valid Certificates of Compliance for more than four years. Residents on upper floors have reportedly been confined to their rooms since early May due to the lack of elevator access.
TDLR’s investigation found:
- Neither elevator has been reported out of service to TDLR as required.
- Inspection reports for both elevators have not been filed in over 1,500 days.
- Elevator #11857 was inspected in 2021 and 2023, but the reports were not submitted.
- Elevator #11858 was inspected in 2021, 2023, and 2025, with no records submitted to TDLR.
TDLR prosecutors allege:
- 2 Class C violations for failure to maintain equipment to code.
- 4 Class C violations for missing annual inspections.
- 4 Class C violations for failure to report equipment placed out of service.
- 34 Class A violations for failing to file inspection reports and pay fees.
- 1,557 Class B violations for failing to obtain annual Certificates of Compliance.
Under the Texas Occupations Code, TDLR can assess penalties of up to $5,000 per day per violation. The total fine reflects the prolonged noncompliance and safety risks posed to residents.
Jubilee at Texas Parkway must bring all elevator equipment into full compliance immediately or face potential Emergency Shutdown Orders from TDLR.
