Woman Arrested After 14 Dogs Rescued From Hazardous Conditions in Madison County Home

NORTH ZULCH, Texas – A Madison County woman has been arrested on an animal cruelty charge after deputies rescued 14 dogs from what investigators described as hazardous living conditions inside a North Zulch residence.

The Madison County Sheriff’s Office said deputies, assisted by multiple partner agencies, executed a search warrant on July 20 as part of an animal cruelty investigation.

Inside the home, investigators found 14 dogs. Several were confined to wire kennels while others roamed freely throughout the residence.

According to the sheriff’s office, deputies discovered extensive accumulations of animal feces and urine throughout the home, including inside and around the kennels where many of the dogs were kept. Investigators also reported that none of the dogs had access to clean water or uncontaminated food.

Authorities said the home had no functioning air conditioning, and the indoor temperature measured approximately 87 degrees at the time the animals were removed.

Because of the hazardous conditions, responders wore HazMat protective equipment while removing the dogs from the residence. The Huntsville Fire Department tested the air inside the home and detected extremely high ammonia levels. Fire personnel told investigators the readings were among the highest they had encountered inside a residence.

All 14 dogs were transported to the Houston Humane Society, where they are receiving veterinary care. The animals will remain in the organization’s custody pending a court-ordered property hearing.

As a result of the investigation, Jayne Elizabeth Taylor was arrested and charged with Cruelty to Non-Livestock Animal.

The Madison County Sheriff’s Office thanked the North Zulch Volunteer Fire Department, Madisonville Police Department and Madisonville Animal Control Division, Huntsville Fire Department, Houston Humane Society and Animal Investigation & Response for assisting with the operation.
