Wanted Dallas Fugitive with 12 Felony Warrants Caught After Foot Chase at Gulf Freeway Hotel

Deputies with Constable Mark Herman’s Office arrested a wanted fugitive Tuesday after locating him at a hotel along the Gulf Freeway and taking him into custody following a brief foot chase.

On December 23, 2025, members of Constable Mark Herman’s Special Operations Unit, the Criminal Investigations Division, and the U.S. Marshals Gulf Coast Violent Offenders Task Force received information on the whereabouts of 35-year-old James Willis III, who was wanted on multiple felony warrants.

Law enforcement units responded to the Courtyard Marriott in the 9100 block of the Gulf Freeway to serve the warrants. As deputies attempted to make contact, Willis tried to evade arrest by forcing open an exterior door and fleeing the hotel on foot.

Constable Canine R.E. Moore was deployed and quickly apprehended Willis outside the hotel without further incident. He was taken into custody and transported to the Harris County Jail.

According to Constable Mark Herman, Willis faces six felony warrants out of Harris County and six additional felony warrants from Dallas County. Court and bond information has not yet been released.
