Undercover Sting at Tomball Spa Leads to Prostitution Arrests

On January 15, 2025, investigators with Constable Mark Herman’s Office conducted an undercover operation at Phoenix Spa located in the 16100 block of N. Eldridge Parkway in Tomball, Texas. The operation was prompted by citizen complaints regarding alleged prostitution and suspicious activity at the business.

During the investigation, an undercover officer posing as a customer was solicited for sex acts in exchange for money by unlicensed massage parlor employees 47-year-old Shi Qingfang and 60-year-old Duan Jianping. Both suspects were arrested and released on $100 bonds out of County Court 13.

Additionally, a business customer, 49-year-old Steven Collins, was charged with solicitation of prostitution and has been released on a $5,000 bond from the 338th District Court.

Massage parlors like Phoenix Spa are often used as fronts for illicit activities, including sex work, money laundering, and human trafficking. Employees are frequently victims of human trafficking, facing coercion, fraud, threats, and exploitation. The investigation is ongoing.
